Story 

Resident Evil 3 is set amidst the nightmarish outbreak of the T-virus, a biological weapon developed by the pharmaceutical company Umbrella Corporation. The game marks the debut of Nemesis – a towering humanoid bioweapon designed for both brutality and high-functioning intelligence – whose dogged hunt of S.T.A.R.S. member Jill Valentine made him an icon of the Resident Evil™ series. The game is set in Racoon City during a zombie apocalypse triggered by a T-Virus outbreak created by pharmaceutical company Umbrella Corporation. On September 28, 1998, former Special Tactics And Rescue Service (S.T.A.R.S.) member Jill Valentine was attacked in her apartment by a built-in bioweapon writer known as Nemesis, who tried to kill her and all the remaining members of the S.T.A.R.S. [4] When escaping from his building, he encounters another S.T.A.R.S. cop Brad Vickers, but Brad is bitten by a zombie and tells Jill to save himself. After another encounter with Nemesis, he is rescued by Umbrella Biohazard Countermeasure Service (U.B.C.S.) mercenary Carlos Oliveira. Carlos and his team who survived the U.B.C.S. The mercenaries - Mikhail Victor, Tyrell Patrick, and Nicholai Ginovaef - have developed subways that they plan to use to evacuate residents.

After surviving the Nemesis encounter, Jill is able to regain control of the train, and Carlos and Terrell stay in town to find Dr. Nathaniel Bard, a Umbrella scientist who may know how to make a T-virus vaccine and save the City. While Jill, Nicholai, and Mikhail leave the train, Mikhail expresses his suspicion of Nicholai about how their group was chased by zombies. Neymes unexpectedly hits the train and kills civilians; Nicholai locks the other two, forcing them to defend themselves. Nemesis catches Mikhail, who sacrifices himself for the bombing, which makes the train obsolete. Jill escapes looking like she was the only survivor of the accident.

Carlos and Tyrell go to the city's police department, where they plan to find the Bard in the S.T.A.R.S. office. The witnesses of both R.P.D. Lieutenant Marvin Branagh has been bitten by a zombified Brad, killed by Carlos shortly thereafter. Both enter the S.T.A.R.S. at the office and video chat with Bard, informing them that he is in the hospital. At that point, as Tyrell tracks down Bard's place, Jill escapes the danger of a train wreck only to pursue the now-defunct Nemesis. Jill radiates Carlos and catches the beast, able to escape, but only after we have infected him with the T virus. Jill is unconscious and Carlos finds her in about half a day, and takes her to Spencer Memorial Hospital - a place in the Bard. Carlos fights in a crowded hospital only when he learns that Bard has been killed. He is watching a video from Bard acknowledging that T-virus was invented by Umbrella, and although Umbrella is hiring him to develop a vaccine, the Umbrella board now wants to eradicate it and eliminate all traces of the virus's existence. Carlos returns the vaccine and gives it to Jill. Tyrell arrives at the hospital and learn that the U.S. government plans to destroy Rocaon City in a strike to end the spread of T-Virus. Carlos goes to the Nest 2 lab under the hospital for more vaccinations, and Tyrell tries to contact anyone who can try to stop the arrow strike.
